The following is a template which lists the key areas of detail that will be required if you are invited to submit your project for further consideration. This will identify the critical path for product development and should include a complete Microsoft Project file and an indicative budget.
[Please add ‘Outline Project Specification’ to the front of this document. Please note
this should be revised in light of the ESAC and Executive Committee
recommendations after their review of the Outline Proposal. Please indicate where
changes have been made.]
[The purpose of this section is to provide a summary of who the stakeholders are and
how they will be consulted, engaged and informed during the project]
[The purpose of this section is to define the tasks needed to deliver the project, who
is responsible for them, how long they will take and how much it will cost.]
[Please describe all aspects including technology development, evaluations,
manufacturing development and regulatory studies and submissions.]
[Please attach a Gantt chart to this document]
[Please fill in the table with the key tasks, showing their Gantt chart Task number.]
| Task number | Task | Responsible person | Start date | End Date | Cost |
[Please fill in the table with the key deliverables, showing their Gantt chart Task

| Deliverable number | Deliverable | Responsible person | Due Date |
[Please fill in the table with the milestones, showing their Gantt chart Task number.]

[Please define the key points during the project where a decision to proceed or not
will be made. Please specify what data will be available at each of these points and
what the decision will be based upon.]
[Please use the provided spreadsheet to show a detailed breakdown of how much
will be spent. Clearly indicate what stage of development this spend will take the
project to i.e. up to Phase III WHOPES evaluations, to market etc. Please make clear
the divide between what the partners are funding and what the IVCC is funding.]
[Please show the make up of the project teams indicating each persons specific
responsibility and the person with overall project management responsibility for the
programme.]
[List the risks to the project and suggest ways to minimise and monitor these risks. A
Failure Mode and Effect Analysis is a useful way to do this. Example table below:]
| Risk | Probability | Severity | Detection | Total | Mitigating actions | Owner |
[list any event, schedule, budgetary, resource or technical factor you have assumed
to exist, or not exist and upon which you have based the project and product.]
[This table should include all regulatory approvals needed for the final product to be
used in the DEC’s]
| Approval Sought (Country, agency etc.) |
Status of submission Data | Anticipated Submission Date | Anticipated Approval Date |
