Advancing vector control innovation and impact in a changing landscape

Vector control has been one of the most effective and cost-effective interventions in the fight against malaria, preventing millions of cases and saving lives worldwide. As the sector adapts to increasing insecticide resistance, funding constraints, evolving procurement dynamics, and growing operational complexity, this conference will bring together stakeholders from across the vector control community to explore how innovation, partnership and effective insecticide resistance management can help sustain progress towards malaria elimination.

Dr Rock Yves Aïkpon

Job title: National Deputy Coordinator  

Organisation: National Malaria Control Program (NMCP) Benin 

Biography: Dr Rock Aïkpon is a medical entomologist and National Vice-Coordinator of Benin’s National Malaria Control Programme (NMCP). He is also an Associate Professor of Medical Entomology and Public Health, specialising in vector-borne diseases and evidence-based vector control. Before leading the programme, he served as Head of its Integrated Vector Control Unit, where he led national efforts to evaluate and strengthen malaria vector control interventions. Combining research with programme implementation, he helps translate scientific evidence into national malaria control policy.  

Joy Phumaphi

Job title: Executive Secretary

Organisation: African Leaders Malaria Alliance (ALMA)

Biography: Joy Phumaphi is a distinguished global health leader, a former Minister of Health who launched annual IRS campaigns by spraying the first house herself.  

A former WHO ADG and World Bank Vice President; Joy serves as the Executive Secretary of the African Leaders Malaria Alliance (ALMA), a groundbreaking coalition of African Union Heads of State and Government working to eliminate malaria in Africa; using data to drive accountability and action for results, and to advance public and private domestic resource mobilisation, for malaria, NTDs, RMNCH, and other priorities in Africa’s health development agenda.  

She is a board member of MMV and also chairs the RBM Partnership to End Malaria, co-chairs the Global Pandemic Preparedness Monitoring Board, co-chairs the Lancet Commission on Climate Change & Health, and is a member of several boards, where she is a key influencer working to ensure that Africa’s health priorities are recognised and addressed within the global health agenda. 

Dr Susie Nasr

Job title: Head of Malaria

Organisation: The Global Fund to Fight AIDS, TB and Malaria

Biography: Dr. Nasr is a medical doctor and public health leader with more than 20 years of experience across clinical care, service delivery, national malaria programs, civil society engagement and global strategy. Her career has included work with Médecins Sans Frontières and the U.S. Centers for Disease Control / U.S. President’s Malaria Initiative, followed by more than a decade at the Global Fund supporting country-led malaria responses. She brings deep technical expertise, strong operational judgement and extensive knowledge of the Global Fund partnership, including how to translate normative guidance, emerging evidence and country priorities into high-quality grant investments and implementation support. 

Thomas Putzer

Job title: Head, SC Johnson Healthier World Initiative

Organisation: SC Johnson

Biography: Tom prevents disease for the world’s most vulnerable. He partners with a talented group of people at SC Johnson and in the global public health space to create meaningful impact for the world’s most at-risk communities. These solutions improve lives by employing economically sustainable business models, developed by living in at-risk communities throughout Africa, Asia and The Americas. Tom also serves as a member of the Boards of Directors for RBM PSC and Feeding America.

He began his career at SC Johnson in 2008, in developing markets roles focused on public health, human-centered design, and sustainability. Prior to SC Johnson, Tom held roles with Kimberly-Clark launching solutions across 30+ developing countries. Tom has also held positions in meteorology and flight navigation for the airline industry, scuba diving for the US EPA, and served as the co-founder and operating director of non-profit organizations.

Tom holds a BS in Limnology from the University of Wisconsin, an MBA from the University of Wisconsin-Oshkosh, and Licensing in Meteorology and Flight Logistics from the FAA School of Aeronautics in Fort Lauderdale, FL.

Eric Ochomo

Job title: Deputy Director, Centre for Global Health Research

Organisation: Kenya Medical Research Institute

Biography: Dr Eric Ochomo is a medical entomologist and implementation scientist at the Kenya Medical Research Institute (KEMRI), where he serves as Deputy Director of the Centre for Global Health Research in Kisumu. With more than a decade of experience generating evidence that has reshaped malaria vector control, he led the first large-scale cluster-randomised controlled trial of spatial repellents for malaria prevention, whose findings underpinned the 2025 WHO recommendation of spatial repellents, the first new global vector control recommendation in over two decades. He co-leads AnoSTEP-AFRIKA, a multi-country entomological surveillance network for the invasive vector Anopheles stephensi, and heads KEMRI’s Entomology Section, where his work spans insecticide resistance surveillance, vector ecology and behaviour, and next-generation vector control product evaluation. A Career Track Fellow at the Liverpool School of Tropical Medicine, Dr Ochomo has served as an invited expert to multiple WHO consultations on vector control and surveillance, and as a strategic adviser to Kenya’s National Malaria Control Program.

Emmanuel Chanda

Job title: Technical Lead – Vector Control

Organisation: World Health Organization

Biography: Dr Chanda is the Technical Lead for Vector Control in the Malaria and Neglected Tropical Diseases Department (MNT) at the WHO Headquarters. He has over 20 years of experience in vector-borne disease control within the context of Integrated Vector Management (IVM), including planning and implementing Insecticide Resistance Management. Previously, he was a Technical Officer for Vector Borne Diseases Control at WHO AFRO, where he supported development of IVM strategies and operational frameworks for the Global Vector Control Response and Global Arbovirus Initiative and coordinated their implementation within the region. He has operational experience at national programme level from several countries including Eritrea, South Sudan and Zambia. He recognises that while innovative vector control tools have been developed and requisite guidance promulgated, translation of guidance into tangible operational action has lagged. To achieve the aspirations for the health-related global strategies, reinvigorated and concerted efforts will be required to tackle contemporary operational challenges.

Dr Seth Irish

Job title: Technical Officer

Organisation: World Health Organization

Biography: Dr. Seth Irish is working as a technical officer (Integrated Vector Management and Pesticide Stewardship) at the Malaria and Neglected Tropical Disease Department of the World Health Organization.  Prior to this, he worked for 9 years with PMI at the U.S. Centers for Disease Control and Prevention. He has been working on entomological monitoring and vector control for 20 years, including West Nile virus monitoring in the US, evaluation of new vector control products in Benin and Tanzania, monitoring of filariasis vectors, and implementation of entomological surveillance and vector control.

Dr Paul Hilarius Asiwome Kosi Abiwu

Job title: Programme Manager

Organisation: National Malaria Elimination Programme (NMEP), Ghana Health Service

Biography: Dr. Hilarius Asiwome Kosi Abiwu is a physician, public health leader, and healthcare executive who serves as Programme Manager of Ghana’s National Malaria Elimination Programme under the Ghana Health Service, where he leads the country’s malaria elimination strategy and implementation across all 16 regions. He trained in medicine at the University of Ghana Medical School, completed a Master of Public Health at the University of Ghana School of Public Health, an Executive MBA from the Ghana Institute of Management and Public Administration, and is currently a Doctor of Public Health candidate at the University of Port Harcourt, with dissertation research focused on the determinants of malaria morbidity and mortality in northern Ghana. A US CDC Public Health Emergency Management Fellow, he brings over 15 years of progressive leadership in health systems transformation, having previously served as Deputy Director of Public Health for Ghana’s Northern Region and as District Director of Health Services in Krachi West, where he led the district to three consecutive years as best-performing health directorate and achieved zero preventable maternal mortality. A 2014 Mandela Washington Fellow, he has been recognized with a Distinguished Service Award from the Ghana Medical Association and coordinates multi-sectoral partnerships with WHO, USAID, the Global Fund, and PMI to advance Ghana’s malaria elimination goals.

Dr Rinki Deb

Job title: Director for Science, Research and Market Access

Organisation: Vestergaard Sarl

Biography: Dr Rinki Deb is the Director of Science, Research and Market Access at Vestergaard. She provides scientific leadership in support of Vestergaard’s innovation pipeline and market access strategy for the PermaNet portfolio, in addition she is responsible for developing research partnerships and opportunities to support product development from concept to commercialisation.

Rinki has worked in global health for over 15 years, focusing on translational and operational research, and product development for the elimination of neglected tropical diseases across Africa and Asia. She provided technical leadership to the Indian government in establishing sustainable infrastructure for integrated vector monitoring across three States; and evidence generation for a policy change to move away from indoor residual spraying (IRS) with DDT to achieve visceral leishmaniasis elimination. Rinki was also part of the core founding team that developed a non-destructive sensor to monitor real-time the quality of IRS, using microwave sensor technology.

Prior to joining Vestergaard, Rinki was the Project Manager at a UK-based infectious diseases drug discovery biotech and the Infection Innovation Consortium (iiCON), the world leading centre for infection innovation and R&D, where she managed a £180M mixed portfolio of projects and supported advancement of innovative therapeutics, diagnostics and preventative products.

She holds a PhD in Tropical Medicine (Liverpool School of Tropical Medicine), two Masters’ degrees in Medical Parasitology (London School of Hygiene and Tropical Medicine) and Project Management (University of Liverpool) and a BSc in Molecular Biology with Forensic Science (Queen Mary’s University London).

Achim Reddig

Job title: Director Global Public Health

Organisation: BASF Agricultural Solutions

Biography: Achim Reddig started to explore the world of agriculture as a research assistant in 1995 for CIAT in Colombia and directed further research projects in Peru and Ecuador. Mr. Reddig joined BASF in Bolivia in 1997.

Since 1997, Mr. Reddig was based in Brazil and Colombia and had various roles in marketing and sales including the responsibility for the Public Health business for Latin America. Assignments in Italy and Germany included the arena of strategy and new business development.

Since 2018, Achim is the Director of BASF’s Global Public Health business & mission for BASF SE. Our partnerships make a significant impact in distributing life-saving nets with the goal of sustained innovation to eliminate vector-borne diseases.

Climbing mountains and sailing oceans are his passion underlining the never-ending motivation to explore.

Dr Daniel Ngamije M

Job title: Director, Malaria and Neglected Tropical Diseases Department

Organisation: World Health Organization

Biography: Dr Daniel Ngamije is Director of the Malaria and Neglected Tropical Diseases Department at the World Health Organization (WHO), within the Health Promotion, Disease Prevention and Control Division. Appointed Director of WHO’s Global Malaria Programme in 2023, he has led global efforts to control and eliminate malaria under the Global Technical Strategy for Malaria 2016–2030, including setting global guidance, supporting policy formulation and helping countries implement WHO norms and standards for malaria control and elimination. Previously, he served as Rwanda’s Minister of Health (2020–2022), where he led the Health Sector Strategic Plan and the national COVID-19 response. His earlier roles include National Programme Officer for Malaria and NTDs at the WHO Rwanda country office and head of Rwanda’s National Malaria Control Programme. He has also co-chaired the Pandemic Fund and is a member of the Global Preparedness Monitoring Board.

Mathias Mondy

Job title: Director of Portfolio and Market Access

Organisation: IVCC

Biography: Mathias manages three teams: project management, legal and finance. He is responsible for:
– Development of the portfolio architecture by defining priority focus and the project management framework use by IVCC and partners.
– Strategy implementation by ensuring that projects and partnerships contribute to IVCC’s mission.
– Securing the resources needed by developing a trustworthy relationship with key public/private funders and by maintaining full compliance.

Mathias graduated as an Agronomic Engineer from Agro Paris Tech and spent 17 years in industry before joining IVCC, working for companies such as Rhône-Poulenc, Aventis and Bayer. At these organisations he held different responsibilities, including: product development, business intelligence, portfolio management, marketing, and stakeholder engagement. He later specialised in stakeholder engagement and advocacy in Europe, Asia and Africa.

Dr Christen Fornadel

Job title: Senior Technical Coordinator

Organisation: IVCC

Biography: Christen provides technical leadership, coordination, and oversight in support of IVCC products from development to launch, including monitoring and evaluation of novel vector control tools and the design and implementation of market interventions. She successfully led the New Nets Project and previously supported the NgenIRS project. Prior to joining IVCC in 2018, Christen was a Senior Malaria Vector Control Specialist with the President’s Malaria Initiative (PMI), USAID (2013-2018). At PMI Christen contributed to global strategy and country-level planning for malaria mosquito control, including entomological monitoring, insecticide-resistance management, and implementation of indoor residual spraying and long-lasting insecticide treated nets. Before joining PMI Christen completed her graduate studies at the Johns Hopkins Bloomberg School of Public Health, where her doctoral research focused on the foraging behavior of malaria mosquitoes in rural Zambia.

Justin McBeath

Job title: CEO

Organisation: IVCC

Biography: Justin joined IVCC as CEO in 2023. He is responsible for the development and delivery of IVCC’s strategy. He brings with him more than 25 years of experience working in various international leadership positions related to the development, registration and marketing of mosquito and other pest management solutions. For the past twelve years, Justin has led the malaria vector control strategy for Bayer Environmental Science (now Envu) and has an established strong network across the global malaria community. Justin graduated from the University of Leeds with a BSc (Hons) in agricultural zoology. He also holds an MSc in Medical Entomology from the London School of Hygiene and Tropical Medicine.

Sherwin Charles

Job title: Chair, CEO and Co-Founder

Organisation: IVCC and Goodbye Malaria

Biography: Sherwin is a Chartered Accountant from the University of Witwatersrand. He spent 13 years in the banking and financial services industry where he was appointed director of one of the first Black Empowerment investment banks in their stock brokering company, Real Africa Durolink Security. He also launched Standard Private Bank and was appointed CEO of First Alliance – one of seven companies licensed as pension fund administrators in 2006. Sherwin then returned to South Africa and joined to start Nando’s starting their treasury and launching Restfin Pty Ltd.

Marcello Cospite

Job title: PPM VC Programme Manager

Organisation: IDA Foundation

Biography: Marcello Cospite is PPM Vector Control Programme Manager at IDA Foundation, responsible for procurement and global supply-chain operations for the Global Fund’s vector control portfolio across more than 40 countries. He has over 20 years of experience in humanitarian operations, programme leadership and international supply chains, with particular expertise in supplier governance, risk and compliance, operational resilience and organisational transformation. Before joining IDA Foundation, Marcello held senior humanitarian and operational roles in complex settings across Africa, Asia and the Middle East. His work in vector control focuses on ensuring reliable and sustainable access to quality-assured products by connecting country demand, procurement planning, supplier capacity and partner coordination.

Dr Corine Ngufor

Job title: Reader in Vector Biology and Executive Director

Organisation: African Institute for Research in Infectious Diseases/ Liverpool School of Tropical Medicine

Biography: Dr Corine Ngufor is Executive Director of the African Institute for Research in Infectious Diseases (AIRID) in Benin and Reader in Vector Biology at the Liverpool School of Tropical Medicine. She has nearly 20 years’ experience in malaria vector control and leads a large multidisciplinary research programme and GLP-accredited vector-control testing facility in Benin. Her research spans laboratory, experimental-hut, community-based and implementation studies, with a particular focus on the development and evaluation of novel vector-control tools, including insecticide-treated nets, indoor residual spraying products and spatial repellents. Her wider research portfolio includes malaria chemoprevention, vaccines and diagnostics. Dr Ngufor is a member of WHO’s Malaria Policy Advisory Group, Co-Chair of the RBM Partnership’s Vector Control Working Group, and a member of the IVCC External Scientific Advisory Committee (ESAC). She has extensive experience translating research evidence into malaria policy and practice.

Victoria Ingham

Job title: Professor of Translational Parasitology and Reader in Vector Biology, LSTM

Organisation: Heidelberg University, Medical Faculty

Biography: Prof Victoria Ingham studies how insecticides affect Anopheles mosquitoes and the parasites they transmit, including drug-resistant Plasmodium falciparum. Using multi -omics, microscopy, molecular and cellular biology and mosquito infection experiments, she investigates the transmission-blocking effects of insecticide exposure and the processes that shape parasite development within mosquitoes. Her group also examines the mechanisms of insecticide resistance, including using experimental evolution to anticipate how mosquito populations may respond to new vector control tools. Through collaborations in Africa and Central America, Victoria brings laboratory findings together with field observations to understand their implications for malaria control, particularly where insecticide resistance is widespread.

Dr Kibor K. Keitany

Job title: Programme Manager

Organisation: National Malaria Control Programme, Ministry of Health, Kenya

Biography: Dr Kibor Kipkemoi Keitany is a Kenyan physician and public health leader serving as Deputy Director of Medical Services and Head of the National Malaria Control Programme at Kenya’s Ministry of Health. He provides strategic leadership for malaria prevention, control and elimination, including policy and guideline development, partnership coordination, resource management, commodity security, county capacity strengthening, and research. He has extensive experience in health systems leadership, occupational health, multisectoral collaboration and international health partnerships. Dr Keitany has led major national malaria interventions, including the distribution of long-lasting insecticidal nets, Indoor Residual Spraying, strengthening of multisectoral and cross-border malaria elimination initiatives, and supported research on emerging malaria threats. His work spans national, regional and global health platforms, positioning him to contribute perspectives on innovations in vector control, programme implementation, evidence generation and utilization, and partnerships for malaria elimination.

Alison Oliveira Wheeler

Job title: Senior Director, Partnerships & Strategic Initiatives, Global Health Advocacy

Organisation: UN Foundation

Biography: The United Nations Foundation Global Health Advocacy team is dedicated to building a future where all people, no matter where they live, have access to life-saving health care. Through three campaigns United to Beat Malaria, Shot@Life, and HealthForUS the team works to rally Americans and their elected representatives in support of U.S. and multilateral global health programs. It brings together a diverse coalition of stakeholders including private sector companies, voluntary organizations, business and professional associations, and more to advocate for global health in Washington and to directly support lifesaving programs in the field.

Prior to joining the UN Foundation, Alison led communications and development teams as well as partnership initiatives at award-winning global non-profit organizations, SOS Children’s Villages and Women for Women International. Prior to her work with global organizations, Alison held marketing and new product development roles with media and technology companies, domestically and internationally. She received her Bachelor of Arts from UCLA and her MBA from the Haas School of Business at UC Berkeley.

There is no formal dress code for the Stakeholder Forum or evening dinner. We encourage attendees to dress in whatever way feels comfortable and appropriate for a professional event. While many participants choose business-casual attire, this is by no means expected, and there is no requirement to dress formally.

IVCC (Innovative Vector Control Consortium) is a not-for-profit public-private partnership established by the Liverpool School of Tropical Medicine (LSTM). Our mission is to save lives, protect health, and strengthen economies by developing innovative vector control tools that combat insect-borne diseases such as malaria. The photographs taken may be used by IVCC, and by LSTM as our host institution, in furtherance of IVCC’s mission. This may include use in publications, reports, presentations, websites, and other communications materials produced by or on behalf of IVCC. 

IVCC may request your agreement to allow IVCC, LSTM and Partners to use images of you (whether photography, digital or video format)(the “Images”)  taken at the event, for the purposes set out below (“Permitted Purposes”). 

  • Use images for publicity and photo promotional materials including printed publications. 
  • Presentation and exhibition materials including research documents.

This forum, hosted by IVCC, brings together global leaders, implementers, innovators, funders, and policymakers to confront these challenges head-on.
